PAS qualification

The PAS Qualification is the outcome of the assessment carried out at the end of the pathway. It records that the company has completed the preparation process and met the criteria set by the methodology in the dimensions assessed.

At the end, a committee examines the body of work developed and decides whether to award it. When it is awarded, the Chamber issues the PAS Qualification Certificate.

The Qualification is valid for 24 months, and can be renewed through a new assessment.

Assessment criteria

The criteria are defined and communicated to the company from the start of the pathway.

The assessment looks not only at whether the planned activities were carried out, but at the company's capacity to turn the work developed along the PAS into decisions, preparation and concrete conditions for moving forward in the Italian market.

Handling of critical requirementsThe ability to identify the main regulatory, operational and sustainability requirements, and the other relevant aspects mapped along the pathway, and to build them into the company's decisions or action plan.
Negotiation readinessPerformance in the negotiation simulation, considering argumentation, responsiveness, the reading of the people across the table and the conduct of the negotiation.
Capacity to executeCoherence between priorities, responsibilities, next steps and the conditions the company has put in place to turn the strategy into practice.

Completing the planned activities is necessary, but it does not automatically mean the PAS Qualification is awarded. The decision takes into account the body of evidence produced along the pathway.

What the Qualification means

The PAS Qualification indicates that the company has been through a structured preparation process and has shown, in line with the criteria of the methodology, coherence between its reading of the market, its entry strategy, the requirements identified, its capacity to execute and its negotiating readiness.

It is an institutional record of the pathway completed and of the level of preparation shown in the dimensions assessed, at the time the assessment was carried out.

Preparation from the perspective of executive decision-making

The PAS addresses different dimensions of internationalisation (strategic, regulatory, tax, operational, technological, institutional and sustainability-related) from the perspective of executive decision-making.

The aim is to help the company understand how these themes relate to one another and how they may affect its strategy, identify the questions that matter for the project and better structure the decisions that will need to be examined in depth along the way.

This preparation also makes the dialogue with specialists in each area easier, with better organised information, contextualised questions and greater clarity about the objectives, the priorities and the needs of the project.

In the final assessment, that capacity shows in the coherence of the plan, in the handling of critical requirements and in how the next steps presented by the company are organised.

Scope of the PAS Qualification

The PAS Qualification refers to the preparation shown by the company, in the project and in the dimensions assessed.

It does not replace certifications, licences, authorisations or conformity checks required for specific products, services or operations. Nor does it constitute a commercial endorsement or a guarantee of entry, sales or results in the Italian market.

Validity and renewal

The PAS Qualification is valid for 24 months. That period reflects the fact that both the market and regulatory context and the company itself may evolve over time.

At the end of that period, the Qualification may be renewed through a new assessment, taking into account the company's information and the criteria in force at that time.

The Qualification is the outcome of the pathway

The PAS Qualification is not awarded for simply taking part in the sessions. It results from the work the company develops along the pathway and from the assessment of the evidence built up in that process.
